[PHPTAL] phptal and reflection

Hi,

After my recent recompilation of PHP, the logs were showing errors regarding
the reflection classes; however, the documentation never states its
dependency.

Tip: make sure that the ./configure line doesn't include
"--disable-reflection" during PHP installation.
