I'm also having problems visiting the site lately.

I made the latest version I have (PHPTAL-1.1.10.tar.gz) available to you 
here:
    http://demo.blimp.co.za/PHPTAL-1.1.10.tar.gz

That's the best I can do for a fellow PHPTALer :)

Will that be OK for now?
