[haXe] Arctic with caching?

Hi,

Hmm, you are right. I can see that the smart updating has been disabled for
some time. That is a mistake. I just reenabled it (change the "if (false)"
to "if (true)". Now I see that some of the blocks do not work correctly when
resizing (the new shadow block, for instance). The picture block DOES work
with updating (try the examples and see yourself), so chances are that smart
updating will be enabled in the next release.

So, if you change the "if (true)" yourself, you should be fine - unless you
want to use some of the newer blocks that do not do smart updates yet.
