[haXe] Haxe 1.11 installer freeze and troubles with PATH

Well, I waited much more than 10 seconds, and it didn't timeout.

I just tried to reproduce it by unplugging my wireless card while
transfering, and it correctly aborted with an error message. So it's not
that. (It also seemed like my connection worked all the time when I used it,
as I said.)

Maybe not all code paths check for error conditions from the OS?
Maybe the server side had a problem?

I understand that it can be very difficult to find this problem since it's
not easily reproducable.
