[haXe] Haxe 1.11 installer freeze and troubles with PATH

Could it be that it is because there was an old neko.dll in a wrong place
(not part of haxe or neko installation?)
I can not reproduce it anymore either after I have cleaned up the wrong
neko.dll.

Anyway, I guess the only real remaining problem is missing timeout in
download, since that is fairly common these days with wireless connections.
