[haXe] Haxe 1.11 installer freeze and troubles with PATH

I did not have trouble with haxelib downloads so far.
I could select text and move the window around.

Investigating further, it seems that my internet connection might have been
intermittent at that point. Maybe the problem can be reproduced if you break
the internet connection while transferring.

Yes, but this is supposed to have been fixed a long time ago...

I downloaded the binary from the web-site this morning. I'm not using CVS
version.

Looking further, I see that there indeed was a path entry with an old
neko.dll.
