[haXe] Arctic 0.9.8 released

Hi,

I've just submitted a new release of Arctic. Get it from haxelib while it's
fresh!

New this time:
 - Fix scrollbar and dialog interaction (dragging scrollbars in dialogs
would drag the dialog and the scrollbar :-)
 - Speed up rounded rectangle drawing by avoiding Math.sin, Math.cos and
Math.pi
 - A new Wrap block which is a layout block for arranging blocks in multiple
lines with automatic wrapping
 - The piano example is a full musical note quiz now, which also works on
Flash lite
 - An API for making radio blocks without predefined layout added
 - Fix the makeCheckBox line in the component tour
