It will do both, you can run the nekovm as a module of apache (although 
I don't know much about that side of it).  haXe also compiles .js 
classes as well, and has an html templating system  but I don't know 
much about that either.  I have been primarily focused on making desktop 
apps.

It should give you a pretty good idea of what this system will do.
