[haXe] arctic - two small feature requests

I think it would benefit all and greatly improuve usability

- Provide optionally tooltips for Buttons (mouse-over the buttons pops
up a little box with some user definable text)

- draggable objects should have (optionally or maybe even permanently)
a slightly different cursor, which indicates the draggable behavior.

I know it would be better if I would send patches instead of feature
requests, but at least it is a first step ...
