[haXe] arctic

Hello!

I'm using Arctic and I'd like to change object's (block's) properties; in
details, I want to slide the scrollbar.

The Scrollbar is created as an element of Enum ArcticBlock with some
parameters.

Will it be suitable to add some ScrollbarManager to the set of parameters
and make code corrections, such that inside ScrollbarManager will be
returned a collection of functions which control the scrollbar. Inside them
I will place moveTo function, for example.
